Info captured at registration enables private landlords to perform their own due diligence of prospective tenants.
For private landlords the ability to communicate directly with past landlords, present employers, rent guarantors, etc., combined with conventional tenant vetting, can help them rent more confidently to prospective tenants of impacted tenant demographics.
